I wanted to point out the fix I ran into with this exact problem. It appears KB2918614 broke the Windows Installer Service. Go to your Windows Update History and remove that update (it will have been installed near the time you began having this problem). Then reboot and try again. If this fixes it. I was completely unaware recommended uninstalls from microsoft. After running a program called Foolish IT D7 it listed I was having system device issues. The Kernel Drivers listed were my Display Activity Moderator Driver and Hardware Policy driver. After reading zdnet.com link you suggested, some of the updates had to do with Kernel- Mode Drivers.
